Abstract: The current study attempts to measure a government subsidized overseas practicum-focused INSET program efficacy and accountability. For program efficacy and accountability, trainee perception, reception, and sense of achievement were used as major criteria. In addition, unstructured interviews with stakeholders, document review, and trainee reports, as well as mentor reports were used to formulate a balanced perspective in the evaluation.
Reflections of the trainees involved in the INSET program in Canada, reveal that the trainees achieved their objectives to a certain degree. According to the pre- and post-training “strength” analysis of 81 trainees, a number of items on the trainees’ “wish list” at the beginning visibly emerged as proud “strength” at the end of the program. Several recommendations are made to maximize trainee opportunities and provide a more fulfilling experience to all the stakeholders involved. It was revealed that the one-month program’s management system and curriculum content need to be revised to reflect the socio-cultural challenges that Korean trainees face. In addition, the current practicum placement system should be improved to give trainees more diverse exposure. Abstract: Language-in-education policy is a product of socio-political, cultural, and economic situations, particularly more so in the age of English as a Global language. Such a status of English has given a great impact on educational policies of Asian countries including Korea. The current research places its emphasis on teachers’ perception since teachers are truly instrumental as major agents in success of any language policy. Even when they are placed at the bottom in the policy translation procedure, from ‘macro,’ through ‘maso,’ to ‘micro’level, they are the central determinants. Under the premise that their reception of the policy reflects the policy success level, their perception of the policy and educational applications were explored. The survey results through around 151 elementary and middle school teachers were analyzed. In addition, an in-depth interview was conducted with 10 middle school teachers to look into more delicate dimensions. Their general understanding and receptions of the policy looked positive. However, in the application level, they experienced difficulty due to constructional variables in their classrooms or from a lack of applicable teaching models. Abstract: The current study explores potential differences among in-service teachers in Asian settings in terms of their attitudes, needs, and teaching beliefs. With the great emphasis placed on INSET programs for teacher qualifications, the current study attempts to evaluate the efficacy of an INSET program as a case study. Since the 90-hour program for 16 Chinese English teachers in this study was hosted by a recognized TESOL institution in Korea, the focus of the study was placed on cultural and contextual variables affecting language teaching and teacher development. At the same time, efficacy of the current INSET program was examined through particular contextual variables of the trainees within the general framework of INSET efficacy issues. Trainee confidence level and perception of achievement were the main criteria, and a comparative analysis of one Chinese trainee’s pre- and post-program performance was made to objectify lesson applicability for the particular training involved. Abstract: A strategic governmental investment has been made to enhance Korean English teachers’ qualifications to equip future global leaders with appropriate communication skills. The subjects of this study are 75 primary and secondary school English teachers in one of the government subsidized INSET programs in South Korea. Consequently, issues involving non-native English-speaking teachers (NNESTs) were taken into consideration within the realm of general in-service teacher education. The evaluation adopted a process-oriented approach to highlight what is happening in the classroom area. Diverse perceptions, purposes, and objectives among stakeholders were triangulated to evaluate quality of instruction. The foreign trainer’s instructional practices in the observed course were well received by the trainees, teachers themselves, which means enhanced teaching/learning outcomes could result from the training. However, the NNESTs’ psychological trap and discrepancy among stakeholders’ beliefs were addressed as a factor that could lower the educational quality. Their relative obsessiveness with mastering the language itself seemed to diminish the potential opportunity to improve their teaching performance in general.
