Abstract: Despite achievements in women’s economic and political empowerment, gender inequalities persist in the key socioeconomic areas of health and education in Laos. How can we explain these gaps in equality? We analyze how Lao people perceive gender equality and how differences in the perception of multiple dimensions of gender equality affect women’s rights in healthcare and education. The results of a 2023 survey of 664 Laotians highlight the perception of equal responsibilities as the key dimension of gender equality, which may limit the improvement of gender equality in health. The results imply that female leadership and greater public consideration of gender equality with respect to rights and opportunities may promote gender equality in Laos. Abstract: 때로 국가들은 관념적 요인을 중요시하여 안보 이익이나 경제적 손실을 감수하면서도 상대 국가와의 갈등을 수용하는 경우가 있다. 대표적인 사례가 한일 갈등이다.
한일 간의 갈등이 특히 심화하였던 시기는 문재인 정부 시기였다. 한일 관계의 특수성과 민감성은 국민 대부분 인지하고 있었고, 상호 의존 관계를 고려하여 협력적 관계를 유지할 필요가 있었음에도 갈등을 공식적으로 표출하는 경향이 나타났다. 그렇다면 이를 통해 얻을 수 있는 국내정치적 이익이 있었던 것은 아닐까? 본 연구를 위해 기억의 정치를 적용해 보고자 하며, 사례로 위안부 피해자와 강제징용 피해자 문제, 그리고 한일 무역 분쟁에 대해 조사해 보고자 하였다. 분석자료로는 대통령 지지도와 한일 갈등 지수에 대한 시계열 자료, 연설, 외교문서, 언론 기사 등의 자료들을 주로 활용하였다. 분석 방법으로 한일 갈등이 높았던 시점에 한일 이슈에 있어 한국 정부의 정치외교적 행위가 대통령 지지도에 어떤 영향을 미치는지 추세변화를 통한 상관관계로 살펴보고자 하였다. 연구 결과, 일본 관련 이슈에 대해 정부의 정치외교적 행위가 발생하는 시점이 한일 갈등 지수가 높아지는 시점과 겹치는 경향이 있음을 확인할 수 있었다.2023-09-01T00:00:00ZThe Impact of US and China’s Grant Aid Upon Voting Similarity with the Least Developed Countries in the United Nations General Assembly

Title: The Impact of US and China’s Grant Aid Upon Voting Similarity with the Least Developed Countries in the United Nations General Assembly

Abstract: Purpose: This paper aims to demonstrate the vote buying behavior of the US and China at the UNGA through their grant aid, and to identify changes in the impact of grant aid on the recipient countries when they receive aid from two competing donors at the same time.
Originality: There is inconsistency among previous studies, which analyze the correlation between voting similarity with recipients and the amount of disbursed foreign aid. This paper is designed by supplementing the limitations of previous studies.
Methodology: By using panel data, the impact of grant aid from the US and China from 2000 to 2017 on the voting behavior of 45 LDCs at the UNGA is analyzed. Result: As a result, it is found that the US grant aid has improved voting similarity with LDCs. However, no statistically significant effect is found for China’s grant aid increasing voting coincidence. However, when recipients receive grant aid from the US and China at the same time, the effectiveness of US grant aid is reduced compared to when only US grant aid is provided. The result shows that Chinese grant aid exerts an indirect effect of offsetting the influence of US grant aid on recipients’ voting behavior.
Conclusion and Implication: This study implies that US and Chinese self- interest-seeking behaviors via their grant aid still remain, and it is an appropriate tool to achieve their objectives. However, when the LDCs receive grant aid from both countries together, the effect of the US grant aid is decreased compared to when only US grant aid is provided. From the LDCs’ perspective, the increase in providing grant aid from the US and China reduces their dependence on grant aid from a single donor country. Abstract: 새로운 갈등과 위기의 속성을 비교 설명하여 향후 아프리카 수자원 위기의 전개 방향과 이에 대응할 중요한 대응 방향을 살펴보는 것을 목적으로 작성하였다. 수자원을 국가 간 갈등의 ‘촉발’ ‘무기’ ‘희생물’로 분류하는 전통적 유형에 맞추어 아프리카 수자원의 사례들을 되짚어 본 후, 구성주의적 차원에서 새롭게 분석해야 하는 제반 이슈들을 총합하고 이에 대한 대응 방향을 제공하기 위해 노력하였다. ‘첨예화한 수자원 갈등의 대륙,’ ‘가뭄과 홍수로 신음하는 대륙’이라는 선입견을 넘어, 비폭력적이며 국내적 위기 요인을 중심으로 새롭게 전개되는 아프리카 수자원 위기의 유형과 이에 대응하기 위한 역내 국가들의 역량 강화의 방향성을 제시하였다. 특히 기후변화로 인한 위기와 갈등 요인을 해소하기 위한 회복력, 그리고 기술과 지식이 융합하는 수자원 외교 역량의 강화를 이 연구는 강조하고 있다.; This study purports to offer a comprehensive analysis of water crises in Africa in an environment with quickly changing policies. The paper is organized by five large sections. The first part presents a brief account of of the assessments of past and present statuses and trends of water conflicts in the world. Next, the meaning and importance of water within the African continent is introduced with a quick recap of the relevant history. This is followed by an analysis on typologies of water-related conflicts in Africa which leads into the last two chapters that discuss implications and ideas for further action to minimize the risks. The cases and analytic outputs demonstrate two points. Firstly even in a very difficult political context, inter-state violent water wars are unlikely in Africa. However, water conflicts at intra-state level are emerging to be quite time sensitive issues in need of prompt response in order to avoid socio-political unrest within the major part of the continent. Therefore, the most pressing questions today are not in regards to not if and when the next war in Africa will be around water, but the mechanisms around the escalating risks of water conflicts on the sub-state level and our future directions in efforts to minimize the risks with proper approaches.2022-08-01T00:00:00Z
