세계시민교육의 일본적 수용 -2017 학습지도요령과 세계시민교육 지표와의 관련성을 중심으로-

Abstract

유래를 찾아볼 수 없는 바이러스의 공포는 의도치 않게 국가를 넘어 세계가 하나로 연결되어 있음을 절감케 한다. 중국의 한 지역에서 나타나기 시작한 바이러스가 지금은 아프리카와 남미의 오지에 이르기까지 퍼지지 않은 곳이 없게 되었고, 이 과정에서 ‘우리’라는 인식의 필요성이 다시 강조되고 있는 모양새다. 바이러스로 인한 높은 치사율이 노령층에 집중되어 있다는 자료는 젊은 층의 모랄 해저드의 양상으로 나타나기도 했지만, 곧바로 그러한 해이함이 결국은 내 가족의 피해로 돌아온다는 점이 확인되고 있다. 지금의 사태가 우리에게 주는 시사점은 세대나 계층, 혹은 국가를 초월해 문제를 ‘함께’ 해결해야 한다는 인식의 전환이라 할 수 있다. 그렇다면 전 지구인의 공존을 위해 필요한 것은 무엇일까? 본 논문에서는 ‘세계시민성’ 혹은 ‘세계시민교육’에 주목해 논의를 전개 한다. 특히, 일본의 소학교 학습지도요령에 세계시민교육 지표가 어떻게 반영되었는지를 살펴본다. 이를 위해 첫째, 세계시민성 및 세계시민교육의 다층적 의미를 검토한다. 둘째, 국제기구 및 한국의 연구자들이 제시한 세계시민교육 지표에 관해 논의한다. 셋째, 세계시민교육 지표가 일본의 소학교 학습지도요령에 어떤 방식으로 반영되었는지에 관해 고찰한다. 이를 통해 일본의 국가교육과정에서 제시하는 일본 국민의 역량이 세계시민교육의 지표와 괴리되어 있다는 점이 확인되었으며, 또 세계시민교육이 나아가야 할 방향이나 준거가 분명히 제시되었다.

n this paper, I pay attention to World Citizenship or Global Citizenship Education as the basic philosophy for coexistence of people all over the globe. In particular, I will analyze Japan’s Curriculum Guidelines for elementary schools and discuss about the Japan’s acceptance of Global Citizenship Education. To this end, we will first review the multi-layer meaning of Global Citizenship Education. Next, I discuss the Indicator of Global Citizenship Education presented by international organizations and Korean researchers. And finally, we will look at how the Indicator of Global Citizenship Education have been reflected in Japan’s Curriculum Guidelines for elementary schools. Through these discussions, I was able to confirm the gap between Japan’s National Curriculum and Indicator of Global Citizenship Education. It is summarized as follows. First, it is important to comprehend the meaning of globalization in determining the contents and methods of the National Curriculum. This is a matter of how to harmonize between cultural, historical, and social special circumstances in each country and global universality, and shows that ideals and contents of both can be collided with each other. Nevertheless, second, it is worrisome that the contents of traditional education and hometown education emphasized in Japan’s Curriculum Guidelines may be inclined to patriotism, which is different from the love of humanity in Global Citizenship Education. This is because the National Curriculum, which is contrary to the contents of the Global Citizenship Education, eventually violates the rights of its citizens. Third, it should be paid attention to the tendency emphasizing the development of Active Learning and foreign language skills as individuals’ creative, collaborative and self-reliant capacity in Japan’s Curriculum Guidelines. In order for the direction and contents of Japan’s Curriculum Guidelines to be linked to the indicators of Global Citizenship Education, concrete analysis of what kind of learning activities are carried out in the field of education should continue.
