아동복지시설 종사자는 보호대상아동의 원가정복귀 체계를 어떻게 바라보는가?

Abstract

본 연구는 아동양육시설, 공동생활가정, 아동보호전문기관, 가정위탁지원센터등 위기 아동을 보호하는 아동복지시설 종사자들의 보호대상아동 원가정복귀에 대한 인식을 살펴보았다. 2020년 8월부터 10월까지 아동복지시설 종사자 62명으로 구성된 12개의 FGI를 실시하여 원가정복귀 과정의 당사자 및 관련 체계별로 드러난주제를 분석하였다. 분석결과, 원가정복귀와 관련된 업무수행 과정과 맥락에서, 이들의 원가정복귀체계(아동, 원가정, 대리보호체계, 공공아동보호체계)에 대한 인식이 혼재되어 있고, 각 체계에 대해 상반되는 관점이 대별되고 있었다. 아동에 대해서는 ‘혼란은 당연한 것’과 ‘혼란은 부적응’, ‘원가정복귀 의사에 일관성 없음’과 ‘현실적인 판단과정’, ‘피해자로 보임’와 ‘원인제공자로 보임’으로 대별되었고, 원가족에 대해서는일종의 낙인효과가 반영되어 ‘지원받을 권리’라는 인식과 ‘지원받는 것이 목적’이라는 인식, ‘법이 보장하는 부모의 권리’로 인정해야 한다는 입장과 ‘의무가 이행될 때 권리도 인정’된다는 관점으로 나뉘어졌다. 대리보호에 대해서는 ‘부모를 대체하는 것이다’와 ‘부모를 대신할 수 없다’, ‘여기가 지원이 더 많은데’과 ‘그래도가족과 함께’, ‘아동만 잘 키우면 된다’와 ‘원가족도 살펴야한다’로 대별되었다. 공공아동보호체계에 대해서는 ‘행정적 권위’에 대한 기대와 우려, 마련된 제도적 환경 ’ 에 대한 기대와 ‘ 미흡한 실천적 환경 ’ 에 대 한 우 려 로 대별되었다. 이러한 상반된 관점들은 원가정복귀와 관련되어 종사자나 시설마다 다른 지향을 갖게 할 수 있으며, 원가정복귀 결과에 대한 성과의 차이를 가져올 가능성이 있으며, 정책적 합의를 이루는 데에도 저해요소가 될 것이다. 이와 같은 결과를 바탕으로 원가정복귀에 대한 아동보호체계 종사자 교육, 대리보호체계에 대한 정체성 전환, 공공체계에 대한 실천적 환경 마련 등의 필요성을 제시하였다.

The purpose of this study was to examine the perspectives of child welfare workers who protect children in crisis, such as residential institutions for children, group-home, the Child Protection Agencies, and Foster Care Center. To this end, 12 FGIs consisting of 62 workers were conducted and their statements analyzed the topics revealed for each stakeholders(child, family of origin, alternative care service for children, the public child protection system) in family reunification process. As a result of the analysis, the perspectives on stakeholders were roughly different and counter to. These conflicting views can lead to different orientations for each facility in relation to reunification, and may lead to differences in performance on reunification results, and will also hinder policy consensus. Based on these results, child welfare practice and policy implications were discussed to help out-of-home care child’s reunification with their family.
