지능정보사회 위험인식과 정책적 함의: 전문가와 일반인 비교를 중심으로

Abstract

본 연구는 지능정보사회 위험분석을 목적으로 심리측정 패러다임을 적용하여 전문가와 일반인을 대상으로 18개 위험들에 대한 위험 특성 분석을 통해 위험인식의 유사점 및 차이점을 도출하고 정책적 함의를 고찰한다. 집단 간 분석결과, 첫째, 지능정보사회 위험 특성 중 과학적 지식, 친숙성, 두려움, 자발성, 재난성 등 5개 위험 특성에 대한 위험인식 차이가 나타났다. 둘째, 지능정보사회 위험요인(위험 특성 구조)은 ‘알려지지 않은 정도’와 ‘두려운 정도’로 동일하게 나타났다. 셋째, 18개 지능정보사회 위험들은 ‘알려지지 않은 정도’와 ‘두려운 정도’를 기준으로 4개의 유형으로 분류되었다. 12개 위험들은 동일한 유형으로, 6개 위험들은 서로 다른 유형으로 분류되었다. 이러한 분석결과를 토대로 위험인식 차이를 감소시키기 위하여 위험관리 차원에서 일반인 참여를 제고하는 정책방안으로 위험거버넌스와 위험커뮤니케이션을 제시하고 있다.

Using a psychometric paradigm, this study examines similarities and differences in the risk perceptions of two samples (experts and the public general), through a comparison of 18 risks in an intelligent information society. The results show that the two samples have a similar two-factor structure and two higher order factors - “dread” and “unknown” - structure risk perceptions of the 18 risks. In a two factor dimension, the 18 risks can be categorized as four types. The results also indicate that differences in the perceptions of specific risks are significant. The potential implications of the analysis for policy are discussed.
