- Abstract
- 본 연구에서는 지역단위 여성직업능력개발의 대표적 기관인 전국 46개 여성인력개발센터를 대상으로 자료포락분석(DEA)을 활용하여 운영 효율성을 분석하고 비효율성의 원인을 규명하여 개선 방안을 제시하였다. DEA 기본 모형 중 CCR 모형, BCC 모형, DEA/AP 모형 및 SE(CCR/BCC)에 의해 규모효율성을 살펴보았다. 그 결과 전체 46개기관 중 CCR 모형에서는 6개(13%), BCC 모형에서는 8개(17%) 여성인력개발센터가 상대적으로 효율적인 것으로 나타났다. 규모효율성은 평균 88%로 나타났으며, 규모의수익은 여성인력개발센터 33개(72%)가 규모수익체감(DRS)으로 나타난 바 이는 산출요소의 증가량이 투입요소의 증가량보다 적게 나타나는 불경제성을 의미한다. 따라서효율성을 개선하기 위해서는 산출요소를 증가시켜 사업의 효율성을 제고할 것을 제시하였다. 또한 순수기술적 비효율을 개선하려면 인력의 역량 강화와 이를 지원할 수 있는 제도 마련이 중요한 요인이라는 점을 확인하였다. 본 연구 결과를 통하여 여성인력개발센터의 운영에 관한 구체적 개선 방안을 제시하였다는 점에서 그 유용성이 높을것으로 기대한다.
In this study, data envelope analysis (DEA) was used to analyze the operational efficiency and identify the causes of inefficiency in 46 human resources development centers for women (representative regional institutions for women's vocational competency development); improvement measures were suggested. Among the basic DEA models, scale efficiency was examined by the CCR( model, BCC model, DEA/AP model, and SE (CCR/BCC). In the results, six (13%) of the total 46 centers showed relatively higher efficiency in the CCR model, while eight (17%) centers showed high efficiency in the BCC model. Scale efficiency averaged 88%, and 33 human resources development centers for women (72%) were found to be reduced in size (DRS), which means that the increase in output factors is less than the increase in input factors. Therefore, to improve efficiency and, as these input factors limit self-rescue plans, the center proposed to increase efficiency by increasing output factors such as the number of participants in vocational training and the number of annual users. To improve purely technical inefficiencies, it was confirmed that strengthening the capacity of human resources and establishing a system to support them were important factors. It is expected that this study will be highly useful as it proposed specific improvement measures for the operation of women’s human resources development centers.
