대졸자 지역이동의 구조 : 연고, 기회, 거리의 상호작용

Abstract

대졸 인재의 역외유출 문제가 그 심각성을 더해가면서, 이에 대한 학문적 연구도 누적되고 있다. 그동안 이루어진 연구를 보면, 대체로 특정 지역을 중심으로 문제의 심각성을 규명하는 연구, 개인 수준의 변수들을 활용한 미시적 연구 등이 주를 이루고 있다. 그러나 지역이동의 방향과 규모 등에 관한 거시적 구조를 정밀하게 분석한 연구는 찾아보기 쉽지 않다. 이 논문은 로그선형분석 방법을 활용하여 대졸자 지역이동의 거시적 양상과 구조를 밝히는 데 목적이 있다. 지역이동의 거시적 구조를 형성하는 데 기여하는 요소로 연고, 기회, 거리를 설정하고, 이에 관한 논의를 토대로 지역정착모형, 수도권집중모형, 근거리이동모형 등 세 가지 일반모형을 제시했다. 세 요소들 간의 좀 더 복잡한 상호작용을 고려하여 각 모형별로 2~3가지 세부적인 하위모형을 설정했다. 로그선형분석 결과, 이들 하위모형 중 규모차등적 지역정착모형, 거리-규모차등적 수도권집중모형, 비대칭적 근거리이동모형의 적합도가 높은 것으로 나타났다. 구체적으로, 대졸자들은 대학 소재지에 정착할 가능성이 상당히 높았으며, 정착효과는 수도권, 비수도권 광역시, 비수도권 도지역 순으로 낮아졌다. 또한 수도권에 가까운 지역일수록 수도권 흡인력에 취약했으며, 도지역 대졸자보다는 광역시 대졸자들의 수도권 이동 경향이 더 높은 것으로 나타났다. 또한 같은 경제권 내에서 지역 간 이동도 비교적 활발한데, 특히 거점 광역시에서 인근 도지역으로의 이동이 그 반대 방향의 이동보다 2.5배 가량 높은 것으로 나타났다. 지역거점 대도시들이 인근 지역으로부터 대졸자를 흡수하기보다는, 오히려 권역 내의 인재 공급지로 기능한다고 해석할 수 있다. 마지막으로 수도권 출신과 비수도권 출신 간에 지역이동 양상이 매우 상이한 모습을 보인다. 수도권 출신의 비수도권 대졸자들은 수도권으로 회귀하는 경향이 매우 강했지만, 비수도권 출신의 경우 해당지역이나 인근지역에서 첫 경력을 시작할 가능성이 월등히 높았다. 이러한 결과를 토대로 향후 추가적으로 연구해야 할 점들을 토의한다.

The brain drain issue in non-Capital regions has been widely recognized and studied as critical social problems of our society. Although past research, mainly focusing on the outward migration of college graduates in specific non-Capital regions, has contributed to understanding micro mechanisms affecting an individual graduate’s mobility decision, little attention has been paid to macro patterns and structure of inter-regional mobility of college graduates. Using the log-linear models, the paper directly tackles this issue. On the basis of theoretical considerations of three factors, social distance (yeon-go), opportunity distribution, and geographic distance, I introduce three generic models of regional mobility (retention model, unipolar model, and short-distance mobility model) and several sub-models, accordingly. Log-linear analyses reveal that the combination of size-differential retention model, distance-size-differential unipolar model, and asymmetric short-distance mobility model fits best to describe regional mobility structure of college graduates. Specifically, first, settlement effects are strongest in Capital regions and weakest in non-Capital and non-metropolitan regions. Second, Capital-neighboring regions are most vulnerable to Capital region’s pulling power and non-Capital metropolitan regions are the next, Third, while college graduates tend to move to near regions, mobility rates from metropolitan to non-metropolitan regions are 2.5 times stronger than the other way around, meaning that metropolitan regions function as an important talent distributor in broader economic zone. Finally, pre-college residence makes a big difference in mobility patterns; while college graduates originally from Capital region tend to return to Capital region, those originally from non-Capital regions are highly likely to settle down in the same non-Capital region or near around. Theoretical and policy implications are discussed and some potential research themes are suggested.
