언론의 범죄 관련 보도가 대중의 범죄 발생 인식에 미치는 영향

Abstract

본 연구에서는 지난 11년간 언론에서 살인, 성범죄 등 주요 범죄에 대한 보도가 어느 정도 증가했는지를 살펴보고, 이를 공식 통계로 본 실제 주요 범죄 발생 건수 증가율과 비교하여, 범죄 유형별로 언론 보도 수나 그 증가 추세에 있어 차이가 있는지, 그리고 이러한 경향이 시민들의 범죄 발생에 대한 인식과 관련이 있는지를 살펴보고자 하였다. 우선, 지난 11년간 주요 범죄 발생 건수는 공식 통계를 통해 살펴보았을 때 성범죄와 절도의 경우 꾸준히 증가하여 왔으나, 살인의 경우 뚜렷한 변화는 나타나지 않았고, 강도의 경우는 오히려 소폭 감소하는 추세임이 드러났다. 반면 언론 보도에 있어서는, 살인과 성범죄, 강도와 절도 등 네 가지 주요 범죄 유형 모두에서 그 보도 건수가 지난 11년 간 꾸준히 증가 해온 것으로 나타났다. 특히 2001년부터 2009년까지는 다른 범죄 유형보다 살인에 대한 언론 보도 건수가 압도적으로 가장 많았으나, 2010년 이후로는 성범죄에 대한 보도 건수가 가장 많은 수를 차지하였다. 다음으로, 지난 11년간 실제 범죄 발생 건수에 대한 언론의 보도 비율의 변화에 대해 알아본 결과. 살인의 보도율은 실제 발생 건수의 다섯 배에 달할 정도로 높고, 특히 지난 11년 동안 보도율이 약 5.4배 정도 증가한 것으로 나타났다. 또한 성범죄의 경우 꾸준히 보도율이 증가하여 지난 11년 간 약 7.7배 증가한 것으로 집계되었다. 더불어 사람들의 범죄 발생에 대한 인식을 살펴본 결과, 응답자들은 지난 11년간 모든 유형의 범죄가 최소한 약 3배 정도 증가했다고 생각하고, 특히 성범죄의 경우 약 4.5배 이상 증가했다고 인식하고 있었다. 또한 사람들은 대중 매체를 통해 범죄 보도를 보는 것이 범죄에 대한 불안감을 상당히 증가시킨다고 생각하지만, 그러한 기사들이 실제로 범죄 예방에 도움이 된다고 생각하지는 않는 것으로 드러났다. 뿐만 아니라, 범죄 관련 언론 보도를 더 많이 접하는 사람일수록 최근 11년 간 발생한 범죄의 수가 더욱 늘어났다고 생각하는 것으로 드러났다. 마지막으로, 본 연구의 한계점과 후속 연구에 대하여 논의하였다.

The present study explored the trends of crime reports in the media for the recent 11 years, compared them with the actual crime rates in Korea, and analyzed the influence of media coverages of crime on public perception of crime trends and fear of crime. The crime reports of a total of four types of crime (homicide, rape, theft, and robbery) were included for analysis in the present study. As a result, we found that based on the official crime statistics, only the number of offense for rape and theft has increased for the last 11 years. It turned out that there has been little change in the rates of homicide, and that the rates for robbery have actually decreased for the last 11 years. However, we found that the number of crime reports on homicide, rape, theft, and robbery in the media has all dramatically increased for the recent 11 years. Among all, crime reports on homicide exceeded the reports of all the other three types of crime in number between 2001-2009, until 2010 when crime reports on rape exceeded others in number since. Moreover, the over-reporting of crime in the media turned out to be a serious problem in Korea, as the rates of reporting for homicide and rape, for instance, increased by 5.4 times and 7.7 times each in the last eleven years. Furthermore, it turned out people believe that the number of crime has increased at least three times for the last 11 years, and especially 4.5 times for rape. People also believe that reading media coverages on crime worsens the fear of crime, and that, at the same time, media coverages on crime do not help preventing crime. Furthermore, the more a person reads media coverages on crime, the more they think that the crime rate has increased for the last 11 years. Finally, limitations of the current study were discussed and suggestions for future research were made.
