문화활동을 통한 군 문화 개선 방향

Abstract

지난 10여 년 동안 문화정책과 국방정책 간 협력은 지속적으로 강화되어 왔다. 군에서는 다양한 문화활동들이 증가하고 있으며, 이를 위한 예산도 지속적으로 증가하였다. 본고는 군 문화활동의 현황과 실태를 살펴보고, 이러한 활동의 의미를 새로운 군 문화 형성이라는 관점에서 검토하고 있다. 군에서의 문화예술활동은 ‘여가’ 활동이라는 차원에서 접근되는 측면이 있으며, 국방정책에서는 잔여적 영역으로 다루어지는 경향을 보인다. 본고는 푸코의 ‘관리적 권력’ 및 ‘관리합리성’이라는 개념을 도입하면서, 문화예술활동들이 새로운 군 문화 형성이라는 차원에서 보다 전략적으로 접근될 필요성이 있음을 제안하였다. 또한 이러한 목적을 위하여 향후 국방정책과 문화정책이 보다 긴밀히 연계될 필요성이 있음을 제시하였다.

During the past 10 years, the cooperation between cultural policy and military policy has been tightened up. A lot of culture and arts activities have happened in the army and public budget for them has been increased. This paper explores these activities and examines their meaning from the point of new military culture. According to the examination, the culture and arts activities in the army are used more or less from the leisure point of view and regarded as residual one in the military policy. Introducing the concept of ‘governmental power’ and ‘governmentality’ by Michael Faucault, it suggests that the activities can be appropriated more strategically in relation to the establishment of new military culture and for the purpose, the cultural policy and the military policy should be more closely connected.
