에너지부문의 기후변화 적응전략에 대한 탐색적 연구

Abstract

에너지부문은 기후변화를 초래한 것으로 추정되는 온실가스의 주된 배출원이기 때문에, 그 동안의 이슈는 온실가스 저감을 위한 정책이었다. 하지만, 기후변화가 발생하면 에너지 수요가 변화하고, 에너지 공급에도 차질이 발생할 수 있다. 본 연구에서는 기후변화가 국내 에너지부문의 공급과 수요에 미치는 영향을 고찰하고, 부정적 영향에 대한 효과적 대응을 위해 필요한 전략적 방향을 수립하였다. 전략적 방향을 실현하기 위한 세부과제도 도출하였다. 세부과제는 그 성격에 따라 정책과제와 연구개발과제로 구분하고, 시간적 범위에 따라 중단기 과제와 그 이후의 장기 과제로 구분하였다. 흥미로운 것은 일부 적응전략 과제의 경우, 주된 온실가스 감축 수단과 중복되는 것도 있지만 상충되는 것도 있다는 점이다. 상충되는 과제의 문제점을 해결하기 위해서는 기후변화의 에너지 부문에 대한 영향 별로 구체적 후속 연구가 수행되어야 할 것으로 사료된다.

The Energy sector is a main source of greenhouse gas emission which is considered to have caused climate change. Issues around the energy sector have focused on mitigating climate change. However, climate change can also affect the energy sector by changes in energy demand and supply caused from climate change. This paper identified the effects of climate change on the energy sector in Korea and suggested suitable adaptation strategies. The strategies can be divided into categories as policy projects or R&D projects, and as long-term or short-term tasks, according to the characteristic and time-span of the issues. The results show that a part of strategies to adapt to climate change contradicts with strategies to mitigate climate change, which requires further detailed analyses. We also listed some topics on further research.
