저소득층 청소년복지에 관한 연구

Abstract

In seeking to identify a welfare policy for the youth of low-income Korean families, this study has carefully considered the relevant socio-economic and psychological factors which affect this group. The youth of low-income families currently suffer from the destabilising effect of income problems, housing uncertainties and lack of space for any leisures or cultural activities. Nevertheless, the welfare policy for the youth of low-income families is still very poor. In addition to poverty, his section of society has to cope with an important development stage of lif, but rater than categorize them as a single homogeneous unit it is necessary to understand that their behaivour is subject to variation, depending on individual circumstances. Thus, we have first divided low-income youth into three groups, focusing on the degree to which they incorporate financial success into social value system (typeⅠ, Ⅱ, and Ⅲ). Subsequently we have proposed a welfare-policy plan considering some of the behavior and attitudes that might be shown by each group. We have suggested a preliminary policy which concentrates on the aquisitin in of study-centers and the expansion of cultural and leisure venues. Depending on each types degree of success evaluation, we have also focused on the expansion of supporting education for Type Ⅰ, and counselling and vocational training for Type Ⅱ and Ⅲ. This was in line with our observation that TypeⅡ has a greater tendency to experience relative deprivation and discouragement, whereas Type Ⅲ was more inclined to lack motivation, depend on others and to be fatalistic.
