OTT 도입의 규제 기준과 근거에 대한 연구

Abstract

OTT 등 신규 서비스가 등장하고 미디어 산업의 가치사슬이 복잡한 지형을 형성하게 되면서 공정경쟁과 이용자보호, 내용심의 등 다양한 문제들이 발생하고 있다. 그러나 네트워크의 물리적 특성과 기술적 요소로 사업자를 구분하는기존법으로 OTT를 도입하는 문제는 과다한 규제와 산업 활성화 저해라는 측면에서 비판받고 있으며, 새로운 규제체계로의 도입은 플랫폼의 사회적 영향력에 대한 논란과 이해관계자와의 충돌로 장기적인 지연을 거듭하고 있다. 본 연구는전문가들이 인식하는 기존법 내지 새로운 규제체계 하에서 OTT 도입을 위한 규제 근거와 기준에 대한 의견을 청취하고이에 대한 타당성을 분석했다. 이와 같은 분석은 향후 OTT 도입 방식에 유의미한 시사점을 제공할 것으로 판단된다.
