정책태도와 정부신뢰: 국가유공자 등 취업지원제도에 관한 국민의 정책태도를 중심으로

Abstract

본 연구에서는 정책태도와 정부신뢰의 관계를 분석하였다. 국가유공자와 그 유가족을 위한 취업지원제도를 사례로 정책이해, 지각된 정책유용성, 정부신뢰, 그리고 정책지지의 관계에 관한 가설을 설정하고 구조방정식 모형 분석을 통해 가설을 검증하였다. 가설검증을 위해 전국의 20세 이상 성인 441명을 대상으로 설문조사를 실시하였다. 국가유공자와 그 유가족을 위한 취업지원제도에 관한 정책이해와 지각된 정책유용성은 정부신뢰에 정(+)의 영향을 미치는 것으로 분석되었다. 취업지원제도에 관한 지각된 정책유용성과 정부신뢰는 정책지지에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 하지만 취업지원제도에 관한 정책이해는 지각된 정책유용성에 유의한 영향을 미치지 못하는 것으로 나타났다. 취업지원제도에 대한 국민들의 정책이해와 정책지지의 관계에서 지각된 유용성을 매개로 하는 간접경로는 유의하지 않은 반면, 정부신뢰를매개로 하는 간접경로는 유의한 것으로 분석되었다. 이러한 분석결과를 토대로 본 연구는 정책태도와 정부신뢰의 관계에 관한 이론적 시사점에 대해 논의하고, 취업지원제도에 관한 국민들의 정책지지 확보를 위한정책적 시사점을 제시하였다.

The purpose of this study is to analyze the relationship between policy attitude and trust in government. To this end, the hypotheses regarding the relationship between policy understanding, perceived policy usefulness, trust in government, and policy support are established using the employment support system for veterans and their bereaved families. The hypotheses are tested through Structural Equation Modeling Analysis. A survey was conducted on 441 adults over the age of 20 nationwide. The results show that policy understanding and perceived policy usefulness have a significant positive effect on trust in government, and that perceived policy usefulness and trust in government significant positively affect policy support. It is found that the understanding of the policy on the employment support system do not have a significant effect on the perceived usefulness of the policy. It is also indicated that in the relationship between policy understanding and policy support for the employment support system, the indirect path mediated by perceived usefulness as a medium is not significant, whereas the indirect path mediated by trust in government is significant. Based on the results, this study discusses the theoretical implications of the relationship between policy attitudes and trust in government, and suggests policy implications for securing policy support for the employment support system
