청년실업 발생의 원인과 해소방안에 관한 소고

Abstract

청년고용 문제의 심각성에 관해서는, 당사자인 청년들을 비롯하여 정부, 대학, 지자체, 언론, 일반 시민 등 대다수가 공감하고 있다. 특히, 체감 실업률의 급격한 상승과 잠재적인 실업상태에 대한 공포는 세대를 아우르는 사회적인 현상으로 자리를 잡아가고 있다. 이러한 청년실업의 발생의 원인에 관해서는 다양한 논의가 이루어지고 있다. 그런데, 청년고용 문제가 심화된 원인에 관해서는, 글로벌 경기 침체, 경기 불확실성, 일자리 감소, 기술의 혁신, 노동시장 이중구조, 대중소기업 격차, 사회적 대화의 단절, 기업의 지불능력 약화, 노동시장 유연성의 부재, 청년과 기업의 일자리-숙련-임금 미스매치, 비효율적인 고용서비스 전달체계, 산만한 사업들과 방만한 예산집행, 경직적 노사관계, 청년세대의 응집력 약화와 대표성 부족 등 다양한 원인들이 제기되고 있다. 본 연구의 목적은 청년실업에 관해서 기존에 이루어진 다양한 선행연구들을 바탕으로, 그 원인을 구조화하여 제시하고, 이를 바탕으로 해결방안을 제언하는 것이다.

The problems of youth unemployment have been regarded as most important issue in Korea society. Government, university, local government, press, and youth themselves have paid attention to the unemployment and tried to find a great solution for the unemployment. The main reason why the unemployment rate is becoming high depends on several reasons: recession of economy, uncertainty of market, lost of jobs, technological innovation, and etc. We explored the cause of youth unemployment based upon literature review and etc. However, the main reasons why the youth unemployment happens and increasing, depending on the academic research areas and expertise of researchers. We conducted this research because of the discussions regarding youth unemployment have been so diverse. We expected this research will make some contributions for the identification of the cause and appropriate solutions for the youth unemployment.
