일본의 무기수출정책과 국익: 정책의 변화와 정치 언설을 중심으로

Abstract

본고는 일본의 무기수출정책과 국익과 관계를 중심으로 살펴본다. 구성주의자들은 일본의 안보 관련 정책이 평화주의나 반군국주의 규범에 영향을 받는 것으로 보았다. 반면에 현실주의자들은 정부는 국가 이익을 극대화하는 방향으로 정책을 추구해왔다고 주장한다. 현실주의는 규범적인 요소가 정부 행동에 영향을 미치는 요인에 대해 과소평가하는 측면도 있다. 본고는 현실주의 관점에서 정책 결정자들의 상호 영향력과 정치언설을 분석함으로써 무기수출정책과 국익 간의 관계를 규명하고자 하였다. 분석 결과 무기수출정책은 규범의 영향을 받으면서도 정책 결정과정에 영향을 미치는 중요한 요소는 비용과 편익을 고려한 국가 이익인 것으로 나타났다.

The purpose of this article is to analyze the relationship between Japan’s arms export policy and its national interests. Arguing that Japan’s security policy has been largely constrained by an anti-militarist norm, constructivists have emphasized the significance of non-material factors in explaining the state's behavior. In contrast, realists argue that a state pursues the maximization of national interests; its behavior is determined by cost/benefit calculations. The shortcomings of the realist accounts is, however, that they either ignore or take a normative factor as a given, failing to explain whether normative factors had any effect on a state’s behavior. By incorporating power considerations among actors and analyzing political discourse, this article elucidates the factors behind Japan’s preference changes from a realist point of view. As opposed to the constructivist claim, cost/benefit calculations, not the regulative effects of the anti-militarist norm, are the decisive factor operating behind Japan’s decision-making process regarding its arms export policy.
