- Abstract
- 이 연구는 공공안전 측면에서 호주의 고령운전자 면허관리제도 분석을 통해 한국의 고령운전자 교통사고예방정책에 대한 발전적 방안을 위한 시사점을 제시하는 것이 목적이다. 이를 위해 해당 연구에서는 면허관리제도를 중심으로 비교분석하였고, 한국과 호주의 ①면허갱신 ②정기적성검사 ③수시적성검사제도의 조건 및 규정 그리고 절차 등에 대해서 살펴보았다.
본 연구는 아래의 3가지 시사점을 제시하고 있다. 첫째, 면허갱신 측면에서 한국은 ①고령화와 고령자들의 신체능력 향상에 근거하여 기존의 법령 등에 설정된 고령자의 기준연령 65세를 상향조정하여야 하며, ②경찰은 고령운전자의 기준을 70세로 상향하고 해외의 사례를 참고하여 70세 이상 운전자에 대해서는 정기적성 검사를 3년으로 단축하여야 한다. ③유효기간을 경과한 후에 면허 재취득할 경우, 과태료처분을 상향할 필요가 있다. 둘째, 정기적성검사 측면에서는 현행 연령에 상관없이 모든 비고령 및 고령운전자들이 동일한 검사를 받는 것을 구분하여 세분화할 필요가 있다. 셋째, 수시적성검사 측면에서 ①수시적성검사 대상 장애에 대한 단순 언급이 아닌 장애종류와 기준을 명확히 제시하여야 하며, ②수시적성검사요청주체를 제3자(경찰 및 가족 등)까지 확대하여 공공안전에 선제적으로 대응하여야 한다.
The purpose of the study is to suggest implications to Korean driver’s licence management system based on the analysis of Australian older driver’s licence management system. More specifically, driver’s licence management systems of two countries were compared and driver’s licence renewal, scheduled driving aptitude test, and the terms, regulations as well as processes of non-scheduled driving aptitude test were also discussed. The study has three implications. First, age criteria of sixty-five and older should be increased based on physical abilities of older drivers; and police should raise age criteria to seventy years old and scheduled driving aptitude test period should be decreased to three years; and driver’s licence renewal was achieved after the given license expiration date, penalty should be increased. Second, scheduled driving aptitude test should be given separately to older and younger drivers. Third, disabilities subject to non-scheduled aptitude test should be specifically listed and its criteria should be clearly provided; third party (police and family members) should be allowed to apply for non-scheduled aptitude test in order to ensure public safety.
