행정기관 웹사이트의 최적의 가용성에 대한 연구 - 메인 화면의 용량 평가와 관리를 중심으로

Abstract

행정기관 웹사이트(홈페이지)가 다운되는 경우 국민들에게 불편함을 초래하고 정부 부처의 이미지가 실추되므로 홈페이지는 지속적으로 점검되고 관리돼야 한다. 본 연구에서는 국가기관들의 홈페이지의 가용성을 향상을 위해 메인화면의 용량 평가와 관리에 관한 연구를 처음 수행했다. 3번에 걸쳐 주요 기관들의 홈페이지 메인화면의 크기를 평가 한 결과, 대부분 기관 홈페이지 용량이 방대하여 동시 접속자가 많은 경우 서버에 부하가 걸리기 쉬운 상황이었다. 각 기관들의 주기적이고 지속적인 홈페이지 관리와 함께, 이러한 문제점을 근본적으로 해결하기 위한 정부의 관리 지침이 필요하다. 향후 정부의 웹사이트 구축 및 운영 가이드에 세부적인 홈페이지 관리에 대한 항목을 추가적으로 신설하며, 각 행정기관의 정보화 추진 역량 평가 조항에 홈페이지 관련 성능평가와 경량화 및 웹 개방성 등 점검 항목이 신설되어 최적의 가용성을 보유한 홈페이지의 관리가 되어야한다.
