- Abstract
- Since the accession of DAC in 2010, Korea has started to implement ODA in earnest; however, S&T ODA has only recently begun receiving attention. Therefore, in this study, the present status of ODA in science and technology in Korea is analyzed through statistical data and case studies, and the implications for future directions are sought. Of the total ODA, the share of science and technology ODA was the highest among the major developed countries except the UK; however, the absolute size of the ODA was still below the level of developed countries. Success stories of science and technology ODA were analyzed by introducing the projects such as the implementation of the e-learning system in Morocco and the intellectual property system in Egypt. The support measures derived from the statistical and case analysis results First, it is necessary to increase the scale of science and technology ODA. Second, the ICT sector needs to be strengthened by benchmarking the cases of Morocco and Egypt. Third, the statistical system must be built on a regular basis. Fourth, we need to maintain long-term science and technology ODA through continuous cooperation with partner countries. Finally, it is necessary to establish an innovation system by strengthening exchanges between institutions related to science and technology ODA.
