키워드 분석을 활용한 소비자 정책 트렌드 고찰: 역대 대통령을 중심으로 (1993~2017)

Abstract

우리나라 소비자 정책은 1980년 소비자보호법이 제정됨으로써 종합적인 소비자 정책 추진을 위한 기반이 마련되었으며 이후 2차에 걸쳐 법이 개정되고 한국소비자원이 설립되는 등 많은 발전이 이루어졌다. 그러므로 본 연구에서는 역대 대통령을 중심으로 언론 보도가 '소비자 정책'을 어떻게 시기별로 형상화하여 전달하고 있는지 실증적으로 탐구하는데 초점을 두고 분석하였다. 본 연구의 분석 대상은 과거 김영삼 정부에서 박근혜 정부까지 12개 언론사에 보도된 '소비자 정책' 관련 기사 2216건을 수집하여 분석하였으며 분석 방법으로는 텍스트 마이닝 및 최빈 키워드에 대한 의미 연결망 분석을 사용하였다. 본 연구는 '소비자 정책'에 관련된 신문 기사의 의미와 변화를 파악하였으며 단어간 연결성을 구조적 측면에서 파악했다는 점에서 의미가 있다.

In Korea, the Consumer Protection Law was enacted in 1980 and is the basis for comprehensive consumer policy promotion. Since then, the law has been revised twice, and many improvements have been made, including the establishment of the Korea Consumer Protection Agency. Therefore, this study focuses on an empirical investigation of how media reports are conveying 'consumer policy' through a chronicle of the presidents. In this research, text mining and semantic network analysis were used on 2216 articles related to 'consumer policy' reported by governments from the Kim Yong-Sam government to the Park Geun-Hye government to 12 media. This study is meaningful in that it grasps meaning and change related to 'consumer policy', as well as the connectivity between words, from a structural point of view.
