- Abstract
- 이연구는재니스(Janis)의집단사고모형을분석틀로하여중국의대약진운동이어떤정책결정과정을거쳐어떻게이루어졌으며, 정책결정과정상의오류는무엇인가를사례분석을통해밝히는것이다. 연구결과, 대약진운동의결정과정에서집단응집성과마오쩌둥의불공정한리더십을비롯한다수(7개의집단사고선행요인중5개)의집단사고의유발조건이형성되어이견자의압력을비롯한8가지집단사고의증상요인들이모두나타났으며, 이로인해대안에대한불충분한탐색을비롯한8가지결함있는정책결정과정의증상요인들이모두나타났다. 그리고이로인해정보처리의오류에의한낮은질의정책이결정되어결국그정책은대실패를초래하였다. 또한본연구의사례분석결과에서집단사고모형의예측과차이를보이는연구결과에대해서다른연구자들의연구결과들과비교하여문제점을논의하였고, 대약진운동의결정과정상의오류에의거하여정책결정의처방을위한시사점을제시하였다.
