- Abstract
- 본 연구는 중앙정부 부처인 국토해양부 본부와 소속기관의 성과관리담당 공무원을 포함한 구성원들을 대상으로 성과관리시스템에 대한 조직구성원들의 도입성과에 대한 인식에 초점을 두고 시스템의 전략과 시스템 구성 및 운영특성, 그리고 시스템 집행 측면의 요소들에 대한 조직구성원 인식 조사를 토대로 운영 실태를 파악하고, 각 시스템 단계별로 수행되는 위계적 다중회귀분석을 통하여 성과관리시스템의 도입성과에 미치는 영향요인에 대한 실증분석을 하였다. 분석결과를 통하여 성과관리시스템의 도입성과에 대한 시스템 전략, 구성 및 운영, 집행의 각 측면에서의 영향요인은 시스템 집행 측면이 가장 큰 영향력을 가지며, 성과가 측정되고 평가되고 그 결과가 인사 및 보수에 반영되는 일련의 과정들이 공정한 절차와 적합한 기준을 통해 수행될 때 성과관리시스템의 도입성과를 향상시킬 수 있다는 사실을 확인하였다.
