- Abstract
- The purpose of this study was to explore the validity of the evaluation index in selection of local sport club. Ministry of Culture, Sports and Tourism provided billions of fund, so-called “Local Sport Club Policy (LSCP) to establish several tens of local sport clubs in diverse places in Korea and designated Korea Sport & Olympic Committee (KSOC) as the main organization in the selection process for the club. Therefore, evaluation to select local governments regarded as an applicant in the stage of application for a local sport club was conducted by KSOC. This study was designed to closely look at the validity of the evaluation index firstly since LSCP is important to enhance Koreans’health, upgrade Korean school sports, everyday sports and elite sports, secondly since the selected local sport club is expected to get 200-300 million won per year based upon the status and the size of the local government and lastly since competition among local governments is very fierce. The theoretical framework to evaluate the validity of the index is Regime Theory that provides us four guidelines; Systemic Power, Social Control, Coalition Power, and Pre-emptive Power. Every index included to evaluate whether or not the applying local government is competent to establish, manage and develop a local sport club is estimated valid. However, it is suggested that the future secretary general for the local sport club need to be appointed earlier in the stage of application submission to acquire pre-emptive power, which implies that the future secretary general needs to join in the stage to get acknowledged with LSCP, establish networks with diverse local groups and develop leadership.
