- Abstract
- The roles of international organizations have been steadily strengthened after the paradigm shift into globalization and internationalization since 20th century. Among their activities, it"s the human right domain that has been standing out lately. International organizations have been asking human rights to be protected at global levels based on international agreements or conventions in order to prevent human rights violation caused by either the lack of human right laws or traditions and custom of each state. UN"s activities to relief women"s human right violation caused especially by sexual discrimination has come to an amount of outcomes. Discrimination against women, however, hasn"t been discontinued even if pan-nation human right regulations, such as the Universal Declaration of Human Rights and International Regulation of Human Rights, have been forbidding sex-related discrimination. That"s not only because warnen"s human rights still has been considered secondary issues even though there have been made quite a few activities and guidelines for human rights, but because men has taken the lead of international bodies whose functions are to promote warnen"s human rights. Under these circumstances. UN has adopted the Declaration on the Elimination all forms of Discrimination Against Warnen in 1967, and appointed the year of 1975 as "International Women"s Year". UN, then, also proclaimed the following 10 years as "A decade for warnen" with the adoption of CEDAW as an international agreements in 1979. So far 98 states have ratified The Convention as of December of 2006 with 185 countries" joining as signatory to the treaty. The Convention has recommended the treaty participants(Cconcerning states) to improve their sexually discriminative cultures and traditions to guarantee actual equality between men and warnen. The Convention, in oder to reinforce it, has been imposing affirmative responsibility not to admit unequal treatments originated by sexual differences. UN has kept urging the concerning states to submit their implementation reports every 4 year to make sure their full compliance with the Convention, while asking withdrawal or improvement of discriminative laws and policies after deliberating each report. There have been efforts to prevent legal, politic discriminations in Korea, which is one of the Conventions" concerning states. According to the Convention"s regulation, It(Korea), therefore, has been asked to seek legislative directions to actualize a realistic equality by revising sexually discriminative laws, and by reinforcing gender mainstreaming policies.
