정책태도와 인지된 비용이 정책수용성에 미치는 영향: 보훈대상자 취업지원제도에 관한 국민 인식을 중심으로

Abstract

본 연구에서는 국가유공자 등 보훈대상자를 위한 취업지원제도에 관한 정책태도와 인지된 비용이 정책수용성에 미치는 구조적 관계를 분석하고 시사점을 논의하고자 하였다. 이를 위해 20세 이상 성인을 대상으로 설문조사를 실시하고 가설을 검증하였다. 보훈대상자 취업지원제도에 관한 국민의 정의적 태도는 인지된 비용에 부(-)의 영향을 미치는 것으로 분석되었다. 정의적 태도와 인지된 비용은 정책수용성에 유의한 영향을 미치는 것으로 분석되었다. 하지만 보훈대상자 취업지원제도에 관한 인지적 태도는 정의적 태도와 인지된 비용, 정책수용성에 유의한 영향을 미치지 못하는 것으로 나타났다. 취업지원제도에 대한 정책태도와 정책수용성 간의 관계에서 인지된 비용의 매개효과를 분석한 결과, 인지된 비용이 정의적 태도와 정책수용성 간의 관계를 유의하게 매개하는 것으로 나타났다. 특히 팬텀변수(phantom variable)를 활용한 특정 간접효과 분석을 시행한 결과 인지적 태도→인지된 비용→정책수용성 간의 경로에서 간접효과가 유의한 것으로 나타났다. 이러한 분석결과를 토대로 본 연구에서는 보훈대상자 취업지원제도에 관한 국민들의 정책수용성 개선을 위한 이론적․정책적 시사점을 제시하였다.

The purposes of this study are to analyze the structural relationship between policy attitudes and perceived costs on the employment support system for veterans and to discuss the implications. To fulfill the purposes, a survey is conducted on the adults over the age of 20 and the hypotheses are tested. It is analyzed that the affective attitude on the employment support system for veterans has a negative effect on the perceived cost. The affective attitude and perceived cost are analyzed to have a significant influence on the policy acceptance. However, it is found that the cognitive attitude on the employment support system for veterans does not significantly affect the affective attitude, perceived cost, and policy acceptance. Analyzing the mediating effect of perceived cost in the relationship between policy attitude and policy acceptance for the employment support system, it is found that the perceived cost significantly mediates the relationship between affective attitude and policy acceptance. In particular, analyzing a specific indirect effect using a phantom variable, the indirect effect is found to be significant in the path; cognitive attitude → perceived cost → policy acceptance. Based on these findings, this study discusses theoretical and policy implications for improving the policy acceptance on the employment support system for veterans.
