절대 및 차상위 빈곤선을 통해본 여성가구주 가구의 빈곤지위 결정에 관한 연구: 저소득 여성가구주 가구를 중심으로

Abstract

이 연구는 저소득 여성가구주 가구의 빈곤문제를 노동시장, 가족, 국가의 역할과의 관련성을 통해 분석하고 있다. 특히 본 연구는 선행연구의 성과를 기반으로 저소득 여성가구주 가구의 빈곤연구에서 두 가지 주목할 만한 시도를 하고 있다. 첫째 여성가구주 가구의 빈곤문제를 가구소득이 최저생계비 이하인 절대빈곤 여부의 문제로 제한한 대부분의 선행연구와 달리, 최근 우리사회에서 새롭게 대두되고 있는 차상위 빈곤까지 확대하고 있다는 점이다. 이를 통해 본 연구는 여성가구주 가구의 빈곤에 대한 논의 폭을 확장할 수 있었다. 실제로 여성가구주 가구의 빈곤지위와 관련된 요인들과 여성가구주의 빈곤지위는 절대빈곤 지위에서 차상위 빈곤지위로 이동해감에 따라 유의미한 관련성 여부는 물론 그 정도가 변화하고 있다는 결과를 도출했다. 두 번째는 비록 제한적이기는 하지만 저소득 여성가구주 가구의 빈곤문제를 노동시장, 가족, 국가 등과 관련된 변수들을 통해 접근하려고 시도했다는 점이다. 이는 선행연구에서 이러한 변수들이 종합적으로 반영되지 못하고, 각각의 변수들이 개별적으로 분석해석되었던 제한성을 극복하려는 시도였다는 점에서 그 의미를 찾을 수 있을 것이다.

The purpose of this paper is to examine and describe of the poverty status among the female-headed families through various poverty thresholds. Several meaningful conclusion were reached. First, this paper expands the range of poverty study of the female-headed families from the absolute poverty to the near poor while previous studies on female-headed families have largely focused on the absolute poverty threshold to explain the variables of poverty. The argument in this paper is that such an focus is misplaced. Second, although there are some limitations, this study provide three important evidence to suggest that the poverty of female-headed families is ultimately the result of structural failings at the economic, political, and social levels. These included an analysis into the lack of sufficient jobs in the labor market, the burden of caring on women, and the lack of social safety net. We then briefly outline a framework for reinterpreting the poverty of female-headed families.
