보훈문화 콘텐츠 활성화를 위한 정책 기반요인의 중요도 분석과 함의: 학계 및 실무 전문가의 인식 비교

Abstract

본 연구에서는 계층분석방법(AHP)을 활용하여 보훈문화 콘텐츠 활성화를 위한 정책 기반 요인 및 방안의 상대적 중요도와 우선순위를 분석하고 정책적 시사점을 제시하고자 하였다. 선행연구 검토를 통해 보훈문화 콘텐츠 활성화를 위한 정책 기반 요인은 법-제도, 추진체계, 예산 및 재원 등 3개 요인으로 설정하고 각 요인별 세부 방안을 도출하였다. 특히 이론과 실무의 균형있는 견해를 종합적으로 검토하기 위해 본 연구에서는 학계 전문가와 실무 전문가로 구분하여 조사를 실시하였다. 보훈문화 콘텐츠 활성화를 위한 정책 기반 요인의 상대적 중요도 및 우선순위 분석결과, 학계 전문가의 경우 추진체계, 예산 및 재원, 법-제도 순으로 나타난 반면, 실무 전문가는 예산 및 재원, 추진체계, 법-제도 순으로 나타나 전문가 간의 인식차이를 확인할 수 있었다. 정책 기반 영역별 세부 방안에 대해서도 학계 및 실무 전문가 집단 간의 상대적 중요도와 우선순위에 관한 인식 차이가 발견되었다. 이러한 분석결과를 토대로 본 연구에서는 보훈문화 콘텐츠 활성화를 위한 정책적 시사점에 대해 논의하였다.

The purposes of this study are to analyze the relative importance and priority of policy Infrastructure for activating the veteran culture contents and to suggest the implications for policy using the analytic hierarchy process (AHP). Through the review of previous studies, the policy Infrastructures for activating the veteran culture contents are categorized into three factors; law-system, implementation system, budget and financial resources. The detailed measures for each factor are derived. This study conducted a survey on two groups; academic and practical experts. The analysis results show that the academic experts are in the order of implementation system, budget and financial resources, and law-system. On the other hand, the practical experts appear in the order of budget and financial resources, implementation system, and law-system. The results also confirm that differences in the perceptions between the two group on the detailed measures for each policy Infrastructure area are significant. Based on these results, this study discusses the policy implications for activating veteran culture contents.
