National Competency Standards known as NCS is a systematic approach for identifying the knowledge, skill, and attitude, which need for performing a job in sectoral workplace. NCS has been expected to close the gap of competencies between schooling and labor market. However, criteria for applying NCS varied across vocational training, vocational education, and vocational qualification field. In consequence, vocational education and training institutions met the discrepancies among criteria and had difficulties in utilizing it. Especially, there has been a little efforts to identify the current states of NCS utilization until now. The purpose of the study was to examine the utilization of NCS in various fields and suggest new implication for linking NCS criteria among fields. In the results, we found that NCS utilization criteria has a lack of consistency in terms of application, a limits of proportion in application, organizational standards for time in vocational training. In case of vocational education, there have not been consistency in application of NCS by government funding projects. Finally, there is no consistency among test question criteria, training criteria, course design criteria, and evaluation criteria. In addition, we need to set a principle for utilization as well as flexibility of NCS criteria.
