Purpose: This study analyzes the installation and operation of local center for basic skills support, focusing on key issues. It addresses the adoption of private outsourcing versus direct management by educational authorities. Methods: Stakeholder perceptions of the operation of local center for basic skills support were analyzed using the frameworks of policy delivery structure, private sector involvement, and collaborative governance. Data were collected through in-depth interviews with education office officials, teachers, and private institution representatives directly involved in the centers' operations. Results: The research findings can be summarized as follows: First, effective cooperation between the central and local governments was crucial for implementing the basic academic support policy. Second, outsourcing to private institutions offered flexibility and expertise, while direct government management ensured consistency and accountability. Third, collaboration between the central government, local education offices, and private institutions was vital for improving basic academic skills and increasing policy effectiveness. Conclusion: This research offers significant insights into decision-making regarding the operational strategies of local center for basic skills support. By incorporating practitioners' experiences and perceptions, it provides practical recommendations for improving the delivery system to enhance basic academic support policies.
