In “On the English Reform Bill,” Hegel offers a philosophical reflection on the first English Reform Bill, serving as a crucial document that reveals the deep connection between his political philosophy and contemporary political reality. While Hegel positively acknowledges that the reform could restore justice and fairness in the distribution of voting rights and parliamentary seats, he also views such institutional changes as insufficient for genuine political reform. He criticizes the notion that the Reform Bill alone could resolve fundamental structural issues plaguing English society, such as church tithes, the rights of large landowners, and hunting rights. Hegel argues that true substantive reform requires parallel social and economic changes. Hegel also delves deeply into the relationship between public opinion and the representative system. He is wary of the instability and fluctuating nature of public opinion but stresses that for it to be properly formed, citizens must possess civic cultivation(Bildung) and political virtue, enabling them to understand and participate in the universal interests of the state. He argues that merely expanding voting rights quantitatively cannot adequately reflect the will of the people. Instead, individuals with the right skills and moral character for public office must participate in politics. Ultimately, “On the English Reform Bill” is not a simple political commentary. It's a profound political-philosophical work that reveals Hegel's views on how institutional reform and the maturity of a citizenry must harmonize. His insights continue to offer important implications for addressing the challenges facing democracy today.
