Purpose: This study aims to forecast the diverse shifts in the policy landscape confronting Korea, evaluate the appropriateness of existing education policies in addressing these changes, and proactively explore new domains for policy formulation. Design/methodology/data/approach: For this study, the authors conducted surveys and focus group interviews to gain in-depth insights into expert opinions, and analyzed social issues related to the Ministry of Education using Latent Dirichlet Allocation (LDA) topic modeling. Findings/Results: The study examines the Ministry of Education’s policy areas designed to tackle pressing social issues, and identifies emerging education policy domains and agendas to effectively respond to the demands of a future society. In particular, the issues of disengagement and exclusion from the general school curriculum, along with gaps in care services, are presented as problems that require focused and immediate attention in the short to mid-term. This reflects a more concentrated and specific approach compared to previous studies on challenges and controversies in education policy. It is necessary to strengthen policy interventions now to prevent these issues from becoming entrenched, long-term problems. Additionally, major social concerns such as the burden of private education, regional disparities in educational opportunities, and digital education—previously emphasized in earlier studies— have once again been reaffirmed as critical issues in the field of education. Value: This study identifies new areas of education policy to address future environmental changes and proposes a framework for effectively implementing them.
