The study aims to explore the effects of child-rearing attitudes of foster parents on foster children’s mobile phone dependence and also to verify the dual mediation effect of stigma and depression/anxiety. Out of 350 children who participated in the 「Korean Foster Care Children Panel Study of 2019」, we analyzed the data of 240 children using their own mobile phones. The results of the study utilizing structural equation modeling (SEM) were as follows: First, both foster parents’ positive and negative child-rearing attitudes showed significant direct effects on the mobile phone dependence among foster children. Second, stigma and depression/anxiety showed significant dual mediation effect in the relationship between positive attitude and mobile phone dependence. Last, the indirect effects of stigma and depression/anxiety were revealed insignificant to link between negative attitudes and mobile phone dependence. Based on the results, the policy and practice implications to facilitate positive child-rearing attitudes for foster parents were discussed.
