South Korea has been particularly proactive in experimenting with Universal Basic Income (UBI) among Asian nations, implementing various pilot programs to explore its potential economic and social implications. One of the most notable initiatives is the Artist Opportunity Income (AOI) in Gyeonggi Province, which provides financial support to artists to enhance their economic security and creative freedom. This study conducts a structured comparative analysis of South Korea’s AOI alongside Ireland’s Basic Income for the Arts (BIA) and New York’s Guaranteed Income for Artists (GIA), focusing on their financial structures, beneficiary selection criteria, and overall policy impact. While South Korea's AOI represents a pioneering effort in Asia, it operates under a distinct financial and policy framework compared to Ireland and New York. Although these programs aim to support artists, they operate more like targeted welfare policies rather than universal basic income models. The study underscores the importance of stable funding mechanisms, well-defined eligibility criteria, and sustained policy commitments in determining the effectiveness of such initiatives. Furthermore, the findings highlight the necessity of comprehensive impact assessments to evaluate long-term benefits and inform future policy refinements. Ultimately, this study suggests that the success of UBI-inspired programs hinges on their ability to balance financial feasibility with broad, sustainable social security goals.
