With the acceleration of digital transformation, cyber threats have emerged as a public problem that is directly connected to national security and social stability. This study defines cybersecurity as public goods and proposes a new framework, i-PSEF (intelligent Public Security Engineering Framework), which integrates technology, policies, organizations, and laws by applying the Systems Engineering methodology. i-PSEF includes AI-based adaptive and predictive security functions and consists of five stages based on the V-model (requirements definition-architecture design-implementation and integration-verification and verification-operation and maintenance). The applicability was explored through a virtual scenario for building a national power grid defense system, which contributes to the establishment of a national cybersecurity strategy that combines engineering methodology and policy design. This study is an exploratory study that presents a conceptual model and requires empirical verification such as future simulations.
