초록

This study examines the role and necessity of DMB in rapidly changing media market by analyzing the vulnerable status of terrestrial DMB, and reveals that our society still needs this service for the media welfare. In addition, through the in-depth interviews for experts, directions for future development are proposed from various angles such as regulatory improvement, adoption of advanced technologies, and possible service models. In detail, it is proposed the additional DMB licenses to out-of-Seoul Metropolitan Area and additional allocations of ensembles to the existing local DMB operators, through the spectrum relocation. Since the number of operators in local is half of the Seoul metropolitan area, there are fewer channels and fewer HD channels. Therefore, it is necessary to reduce the gap with the additional DMB licenses to local area. If more ensembles are allocated to the existing local operators, they can be used for paid channels, thereby improving profitability. In addition, it would be necessary to improve the business performance by adjusting the business area which is divided into the Seoul metropolitan and six local areas, such as widening the area or issuing the national license. Also, hybrid DMB or low power DMB service are proposed.
