As the merchant fees in the credit card industry had been heavily intervened by the government, the VAN fees had also been put under the downward pressure. As the result, the structure of VAN fees recently changed from the flat-rate to the fixed-percentage. We collect the data of 11 out of 12 VAN firms in the industry and show that the change would reduce the revenue of the firms because of the increase in the share of small transactions. The change is also expected to make the VAN firms less interested in the already-little-attended small-sized merchants.
