초록

The purpose of this study is to analyze the National Independence line in North Korea and Rumania, focusing on International system factor. There are a little of studies on this subject. The states Foreign Policy are this study as the complex and dynamic International system. It is recognized that a foreign policy is in two states of continuous and dynamic interaction with a multitude of factors, internal and external, material and non material. The result of this study is the following. The circumstances under which North Korea and Rumania has had to define they's relationship to other countries traced and the manner in which they has responded to the challenges raised under those primary factors is analyzed. First, there are North Korea and Rumania inordinate sensitivity to external pressures and influence. Second, there are an underlying wariness over the strength of the imperatives of a new Socialist morality that must be assured to achieve internal cohesiveness in the face of such pressures and influences. Third, there is that Kim and Ceausescu were irrepressible nationalist who exercised far greater autonomy than they has been credited with in spite of the Sino-Soviet. But this paper is the opinion that Kim and Ceausescu were nothing but a puppet who responded willingly to Stalin's marching orders. Seen in a broader international context, the dramatic events of December 1989 in Rumania become somewhat less miraculous and more comprehensible. Because the dictatorial personalistic resime of Ceausescu based primarily on repression was structurally fragile. In short these two states are members of Soviet bloc, but both countries restricitvve challenge to Soviet order. Also even though these states have many differences but have many similar point. Moreover, when Sino-Soviet dispute erupted, two states used the situation to expand they's independence at the expence of the feuding powers. Therefore the National Independence line is a product of situation in North Korea and Rumania.
