The purpose of this study is to explore the currents and types of the linkage between educational and general administration based on the case of after-school care services in elementary schools. The study challenges the research trends on the linkage between educational and general administration have focused on state government rather than local government. The policy for after-school care service in elementary school level is selected for analysis. For this purpose, first, this study analyzes the trends of literature that analyze the linkage between education and general administration. The factors that influence cooperation are derived. Second, the features of cooperation between education and general administration resulting from the expansion of after-school care services are identified. By applying the criteria from the review of previous studies, the features of cooperation between education and general administration that appear at after-school care services are analyzed. Third, the strategies and the obstacles in cooperating educational administration with general are explored. Through this study, implications for after-school care services in elementary schools and cooperation between educational and general administration are suggested.
