This study aims to explore the challenges and improvement needs related to the implementation and management experiences of university extracurricular program staffs, and it seeks to derive strategies for enhancing the efficiency of extracurricular program. The research participants consisted of 20 program staffs from 11 departments responsible for extracurricular programs at H University. Focus group interviews were conducted to examine their challenges and improvement needs related to extracurricular program. The collected interview data underwent qualitative analysis through sequential stages, including category coding, category development, category organization, and cross-analysis. As a result, first of all the challenges of program staffs were categorized into three overarching domains: program design, program implementation, and system utilization. The domain of program design includes the subcategory of program planning and program development. The domain of program implementation encompasses the subcategories of program promotion, student management, and program management. Lastly, the domain of system utilization consists of the subcategories of system maladaptation and system-related issues. In particular, program staffs were many difficulties in implementing the program. Second, the improvement needs for programs were categorized into three domains, encompassing four specific aspects. These include considerations for program implementation and promotion, the introduction of reward and punishment system for student management, and extracurricular system improvements. For effective program management, the extracurricula administrator should support program staffs in program design, program implementation, and system utilization. In addition, this study contributes to laying the foundation for further research directions on the program administration in extracurricular research domain.
