This research was explored with the aim of reconstructing the production and process of the Korea Broadcasting System’s radio broadcast lecture ‘Kugmine Sigan’(Dr. Jaisohn Speech Hour) in 1947~1948 and evaluating its value through Dr. Seo Jae-Pil’s all the activities during his second return home. The results of historical data analysis on the relevant data and contextual research on the political situation at the time are as follows. First, the U.S. military government used radio broadcasts to stabilize its government, and Dr. Seo’s radio talk was also possible within the framework of the U.S. military administration’s public relations policy. Second, Dr. Seo, who got a chance to broadcast radio thanks to his status as a U.S. military official, used the opportunity to educate people, which is aimed at fostering democratic citizens. Dr. Seo’s radio talk has also contributed to integrating his dual identity, U.S. citizen and Korean elder statesman. Third, the results of the analysis of the various data confirmed that Dr. Seo’s radio talk was planned and produced faithfully for the purpose of civic education. The topics of the manuscript, such as democratic politics, industrial economy, social reform theory, and medical information, suggest that Dr. Seo prepared systematically for civic education before his second return. Despite the fact that the situation on the Korean Peninsula has changed dramatically since returning to Korea, there has been no propaganda broadcast for the U.S. military government, unlike some suspicions. Through this discussion, This study concluded that Seo Jae-Pil’s radio talk finally presented political principles and directions to Koreans who had been worried about division, as well as his original goal of forming democratic habits and thoughts.
