This study analyzes 10,069 news paper articles published between 2006 and 2025 using text mining to examine the temporal evolution of the cultural city policies and their socio-spatial issues. Based on key moments of institutionalization, the entire period is divided into four phases (2006–2013, 2014–2018, 2019–2023, and 2024 onward);the structure, transformation, and spatial distribution of major policy issues are empirically identified for each phase. The analysis reveals that the core issues of the cultural city policies vary in their composition and focus across different phases, with certain issues being recurrently recontextualized depending on the socio-political context. Notably, similarities between the first and fourth phases suggest that the policies have been flexibly adjusted in response to evolving societal demands and external conditions. Key themes such as “citizen participation,” “tourism promotion,”and “regional development, regeneration, and revitalization”consistently appear across all phases, although their meanings shift according to the policy orientation of each phase. Spatially, while the policy discourse has expanded from major metropolitan areas to more diversified regional networks, a centralization tendency remains evident in media coverage, with frequent mentions of core regions such as Seoul and Gyeonggi-do. By combining chronological periodization with spatial distribution analysis, this study provides a quantitative overview of the evolving structure of the cultural city policy discourse and offers a foundational reference for future qualitative and case-based research.
