The purpose of this study is to analyze the Win-Win Regional Job Creation Initiatives from the perspective of neo-endogenous development theory and propose implications and directions for improvement. To achieve this, the study identified elements across environmental (resources), actors, and outcome domains based on neo-endogenous development theory. It analyzed Gwangju, Miryang, and Gunsan, the representative regions of the initiatives, through literature reviews and in-depth interviews. The analysis revealed that in the environmental (resources) domain, while the circumstances varied by region, the projects were implemented through a combination of external resources and internal demands, consistent with the premises of neo-endogenous development theory. In the actors domain, proactive engagement was observed across all three regions. The outcomes domain showed that the initiatives contributed to job creation and the local economy in each region. However, it was also found that, overall, the agreements made during project implementation were not fully realized. The limitations of the initiatives include the following: First, the governance structure and the role of a control tower for project implementation remain insufficient. Second, the level of autonomy granted to regions in project execution is lacking. Third, the establishment of systems for education, training, and research and development is inadequate. Future tasks involve several key priorities: First, building a robust governance structure to maintain a framework for social dialogue and ensuring alignment within administrative systems between central and local governments. Second, enhancing regional capabilities through diverse efforts. Third, granting greater autonmy and authority to regions in implementing initiatives. Fourth, providing adequate budgets and human resources to support these efforts.
