This paper analyzes the traditional Korean arts performances presented by the Korean residents in Japan to figure out the actual condition and its meaning. The performances organized by the Tokyo Branch of Korean Traditional Music Association and the Korea Foundation for Cultural and Academic Education in Japan are particularly meaningful in that they were intended to promote the Culture of the Korean residents in Japan. These two organizations, however, are found to be in operational difficulties due to the decrease in their members. The regular performance series by the Korean Cultural Center of the Korean Embassy in Japan played a role of giving the Korean artists in Japan performing opportunities as well as diffusing the Korean arts. Still, those staging opportunities were limited to a small number of people and have come to a halt since 2015. “Saturday Chango Fever”, in which a large number of Samulnori groups in Japan participates, is regarded as a good case of practice in communication between Korea and Japan since the Japanese perform with the Korean musical instruments. The Korean artists in Japan believe that they are to promote the Korean arts in Japanese communities, which presents that they have worked hard in their art activities with a sense of mission to diffuse the Korean culture beyond a personal level. Every year, there are various memorial events and performances in many places of Japan for the Koreans sacrificed in the compulsory manpower draft and genocide during the Japanese occupation. A Korean-Japanese dancer, Kim Sun-ja have performed Salpuri dance for the Korean victims in such events over 30 years. The study finds that the Korean artists in Japan have also given benefit performances for the Japanese communities. This is so meaningful in that they also contribute to mutual understanding and cooperation between Korea and Japan by their arts performances. The Korean artists residing in Japan are playing a pivotal role in diffusing the Korean culture and art. However, they are suffering from social and financial difficulties and are under considerable influence by degeneration of Korea-Japan relationship. They need persistent attention and a wide range of support so that they can pride themselves on playing their roles as messengers of the Korean arts.
