The purpose of this study is to suggest directions of university funding policy based on analysis on Half-priced Tuition Policy and financial supports for universities from the government. With Half-priced Tuition Policy, the government declares lowering and freezing tuition fee and expanding scholarships from both university itself and government as major achievements. On the other hands, it has side-effects such as its differential application to universities depending on foundation type, decreases of education cost per student, deterioration of condition of university education, decreases of the revenue and the expenditure of private universities. After researching financial supports for universities from Ministry of Education, central and regional governmental agencies, it is found that financial resource system of the government has the zero-sum structure. More financial supports for national universities than private universities and insufficient supports for current expenses of universities are also described as limitations. To recover the limitations of Half-priced Tuition Policy under the present national funding to universities, tuition of a university needs to be decided by the university, and governmental supports for financially lacking part in university management should be considered. Type Ⅱ National Scholarship needs to be abolished, and regulations for school scholarship should be improved. It is also suggested to introduce higher education subsidy system eventually.
