초록

In 1908, the Japanese imperialism planed abolition of conception of the settlement, after then it is confirmed that they attempted to change in charge of the task. Abolishing the settlement system and trying to reorganize a unitary administration intended to charge the cost of public facilities to foreigners and Koreans. However, the law of settlement corporation could be abolished after merger because it was the laws only forced to a foreign settlement. A settlement corporation aware of this fact carried out premature theory not opposeed to abolish of a settlement corporation. Differences in the level of Korean and Japanese, hindrance of privilege of Japanese immigrants, etc. was issued. The Government General caused uselessness of a settlement corporation about these issues. The reason was that was nothing more than training minor officials institutions. Human Resources of the Government General emphasized that administrative district system was only for Japanese in the cost. Japanese had only paid for the cost of public facilities was extended to Koreans and foreigners. Japanese Settlement in Korea had predicted the abolition of their corporation. So, they had requested alternative independent organization. Nominally, they had asserted their contribution for Japanese immigration and settlement. The abolition of the corporation had been related with permission of political intervention. Japanese Settlement Corporation had argued maintenance of independent organization but, the corporation had gone out of force officially. August, 1913, the Japanese Government General of Korea had announced policy for an administrative district(Pusystem) to disapprove the independent organization. Officially, independent organization had been disapproved. But, succeeding independent organization had been run consistently in Kyung-Sung, Bu-San, etc. Similarly. Pu-Council(Pu-hyopeuhoi) had replaced the position of Japanese Settlement Corporation under the authorities of the Japanese Government General of Korea. Partially, self-governing in Japanese settlement had been persisted. In conclusion, Japanese Settlement Corporation had raised trouble with the Japanese Government General of Korea and the Residency-General ostensibly. But, on the other hand, Japanese Settlement Corporation had lend Japanese a helping hand for residence and settlement in colonial Korea with assisstance from the Japanese Government General of Korea and the Residency-General. Japanese Settlement Corporation had represented profit of Japanese settlement and justified their position. Contrast with Japanese Government General of Korea and the Residency-General, Japanese Settlement Coropration had conducted invasion policies in other ways.
