Objectives: The purpose of this study is to conceptualize ‘children’s rights-based digital competencies’ based on ‘General Comment No. 25 on the rights of the child in the digital environment’ and to develop a ‘children’s rights-based digital competencies scale’ to diagnose and evaluate them. Methods: Based on a literature review, preliminary questions were developed, and data were collected from 507 elementary school fifth graders to middle school second graders in the Gyeonggi region. Item analysis, exploratory factor analysis, confirmatory factor analysis, and reliability analysis were conducted. Results: The finalized Children’s Digital Competency Scale Based on the Rights of the Child(CDCSR) consists of six subscales: “Understanding and Using Digital Devices” (6 items), “Retrieving and Using Digital Information” (8 items), “Digital Privacy” (12 items), “Digital Health” (5 items), “Digital Communication and Participation” (11 items), and “Digital Ethics” (7 items). Confirmatory factor analysis revealed that the scale exhibited high model fit (CFI=.910, TLI=.920, RMSEA=.069) and high reliability. Conclusions: The Children’s Digital Competency Scale Based on the Rights of the Child(CDCSR), developed through this study, was confirmed to be a reliable and valid tool for measuring children's rights-based digital competencies in the digital environment. It is expected that this scale will be widely utilized as a basis for exploring ways to promote the rights of all children in the digital environment, based on their best interests.
