This study empirically investigates the psychological and organizational mechanisms that promote innovative behavior among public sector employees. Specifically, it analyzes how job resources and organizational justice influence innovative behavior, focusing on the dual mediating roles of public service motivation (PSM) and organizational commitment (OC). The results indicate that job resources—including job autonomy and internal communication—have a significant positive effect on innovative behavior, and this relationship is partially mediated by both PSM and OC. In contrast, organizational justice exerts a negative direct effect on innovative behavior; however, this negative impact is attenuated through indirect pathways involving PSM and OC. Notably, the dual mediation effect of PSM and OC was statistically significant, suggesting that the combined presence of these two psychological constructs plays a critical role in facilitating innovation. These findings highlight that job resources and organizational justice, rather than being mere institutional conditions, can serve as strategic enablers of innovation when they foster employees’ intrinsic motivation and emotional attachment to their organizations. The study suggests that strategies aimed at enhancing both PSM and OC are essential for strengthening innovation and creativity in the public sector.
