초록

This study aims to reinterpret the parallelism and hierarchy formed by the three policies - basic academic skill support policy educational welfare policy, and student-tailored integrated support - within a multi-layered educational governance structure, and to identify the conditions under which hierarchy, coordination, overlap, and omission may occur during this process. For this, a systematic literature analysis was conducted on statutes, policy documents, and prior research regarding the three systems. The findings show that, although all three policies pursue the common goal of student support, they have evolved along different path-dependent trajectories, producing fragmented legal frameworks, segmented funding structures, and unstable professional and information systems. Rather than integrating existing policies, the student-tailored integrated support policy has been layered onto them, unintentionally positioning itself as an overarching framework while weakening the institutional roles of basic academic competency assurance and educational welfare. This has created structural blind spots, duplicated resources, blurred accountability, and institutional fragility. The study proposes vertical and horizontal governance coordination, integrated student support records, and a unified local support system as key policy priorities for sustainable integration.
