This paper was written with the aim of criticizing the relativism of political history and finding the theoretical resources to overcome power politics and ideological politics involving teleology. To this end, the paper first explored the concept of ‘civic politics' as an alternative and reconstructed it analytically, and then explained the formation process of Seo Jae-Pil(徐載弼)'s political view as the origin of modern Korean civic political theory, finally analyzed the nature and structure of his civic political theory based on his activities and ideas. The results of the study 298 현상과인식 2020 ▸ 가을are summarized as follows. First, the competing political concepts of functionalism, conflict theory, traditional theory, salvation theory, etc. all predicate the nature of power politics. But this paper conceptualized civic politics emphasizing citizens’ communicative participation in daily politics as an alternative power politics. Second, Seo Jae-Pil's civic politics theory had been formed after experiencing and contemplating the self-governing cultural experience and discussion education during the process of exile in the United States. This theoretical shift resulted from reflections on elitism and state-led reform such as Gapshin Coup(甲申政變), which was carried out under the influence of Kim Ok-Gyun(金玉均) and Yukichi Fukuzawa (福澤諭吉). Third, this study analyzed Seo Jae-Pil's activities and thoughts during his first return to Korea and revealed that the core of his civic political theory lies in the united citizens' influence on the political process. Until the birth of enlightened citizens, civil education was added to the theory of civil politics. Fourth, Seo Jae-Pil's theory of civic politics, which combines enlightenment and politics, enabled the emergence of premature civil politics in Korean history through the first General People's Meeting(萬民共同會).
