This paper aims at interpreting the phrase ‘written as sound but fits grammar’ in the first article of Korean orthography. In the interpretation of the first article, the view of ‘as sound’ as the main principle and the view of ‘fit to grammar’ as the main principle have been in conflict. Since Hangul is a phonographic letter, it can be considered that ‘as sound’ is the grand principle, and it is possible to view that it is the main (higher) principle that encompasses the overall Hangul spelling. However in deciding on the writing form of a morpheme, we may adopt two principles. When the alternation of a morpheme is a kind of automatic alternations, the morphological principle can be adopted. However allomorphs are alternated by non-automatic alternations, the phonological principle should be adopted. The two principles are adopted in harmony to write morphemes in Korean with Hangeul.
