This study attempts to analyse Macau cultural and creative industry policy focusing on the policy environment factors. For the purpose, it investigates political, economic and socio-cultural factors in the macro level and resources, institutions and ‘related-policies’ in the micro level around the policy. According to the result, the direction and strategy of the Macau cultural and creative industry policy is heavily influenced by the mainland China's policy. In addition, the socio-cultural environment of Macau that interrelated Portugese culture and Chinese culture enables Macau to use Lusophone countries as a platform for the development of the industry. The environmental factors in the micro level explain the reason why tourism is entangled with the industry, and production and distribution of the arts are not funded by the Culture Fund. The approach to cultural industry policy from the perspective of policy environment factors helps clarifying comparative characteristics of each country's cultural industry. This study provides a framework for analysis of cultural industry policy by examining Macau cultural and creative industry policy and contributes to the development of policy analysis in the area of culture industry.
